The message on the left proclaimed

The Pentagon declined to comment, but the American official says analysis of the video confirms the RQ-170 unmanned drone was captured. Exactly how that happened is still being analyzed. CBS News correspondent Bob Orr reports moncler jackets that the aircraft presented as the unmanned U.S. surveillance drone appeared to be nearly intact, though the undercarriage was obscured by propaganda banners draped below the wings. The message on the left proclaimed, "America cannot do any harm to us." And on the right, against a background of American flags and skulls, the message read: "We have trampled on America." U.S. officials - still studying the video - are convinced the aircraft is the stealth drone reported lost over the weekend. But, the Pentagon declined comment, with spokesman George Little citing intelligence concerns. "We did have a UAV go missing, but when it comes to sensitive reconnaissance missions, we call them sensitive for a reason," Little said. U.S. drones have been spying on Iran for years Officials: Drone downed in Iran on CIA mission Iran shows intact drone, boasts of cyberattack Satellite images show damage to Iranian missile compound Military officials originally said controllers lost contact with an RQ-170 drone as it flew over Western Afghanistan. However, sources say the spy plane was actually on an intelligence-gathering mission deep inside Iran. The stealth drones,Moncler mens jackets, cheap moncler jackets for men, 70% off. capable of sending back real-time streaming video, have been used for several years to monitor Iran's nuclear sites and search for other covert operations. U.S. officials have denied Iran's shifting claims that the drone was either shot down or commandeered by a cyber attack. But, the displayed aircraft showed no signs of a crash impact, meaning it came down in a relatively flat, controlled descent. U.S. officials cannot explain how the plane landed apparently undamaged. Iran now says it will exploit its propaganda prize by reverse engineering the classified systems and sensors. But weapons expert Joseph Cirincione says that may prove difficult. "You can get dimensions, you can get chemical composition, but it's very hard to duplicate the performance of the parts you're trying to reverse engineer," Cirincione says. Still, the U.S. is clearly concerned secrets could be compromised. Sources say officials considered launching a mission to either recover or destroy the downed drone, giubbotti moncler outlet 2012 but ultimately concluded there was no workable option. While getting much out of the downed plane will be difficult, the Iranians can glean details about the aircraft's mechanisms and sensors, and, worse perhaps, share that with Russia or China.

Right-leaning organizations praised Ms. Sebelius's decision

The move inserted the Obama administration into the long-running controversy over how much the federal government should restrict access to Plan B, a so-called morning-after pill that can stop pregnancy up to three days after intercourse.moncler jackets Allowing girls under age 17 to buy the $50 pill over the counter could have saddled the Obama administration with a political target as the 2012 presidential campaign moves into full swing. FDA Commissioner Margaret Hamburg was ready to approve a request by the drug's manufacturer, Teva Pharmaceutical Industries Ltd., to remove the current requirement that girls under age 17 need a prescription for the drug. She said the agency found it to be "safe and effective in adolescent females," and that younger women could properly use the drug without the intervention of a doctor. But Health and Human Services Secretary Kathleen Sebelius on Wednesday said she was overriding the decision, saying the data submitted did not prove it was appropriate for girls to take Plan B without a prescription. Ms. Sebelius, in a letter to Ms. Hamburg, appeared uncomfortable with making the product available to young girls, and noted that 10% of females reach reproductive age by 11 years old. "It is commonly understood that there are significant behavioral and cognitive differences between older and adolescent girls and the youngest girls of reproductive age which I believe are relevant to making this determination," Ms. Sebelius wrote. Although the HHS secretary has the legal authority to overrule FDA decisions, an FDA spokeswoman said the agency couldn't find another example of it. An HHS spokeswoman wouldn't comment on whether the White House was involved in the move but said "today's decision is the secretary's decision." Teva submitted two studies to support approval of its application to fully lift prescription requirements for Plan B. One study looked at whether adolescents could understand the drug's label. The second involved 345 girls ages 11 to 17 that was designed to simulate real-world use of the product. Amy Niemann, a Teva vice president, said nearly 90% of the girls were able to properly use Plan B. The full study results haven't been made public. Ms. Sebelius said the label comprehension and actual-use study didn't include data "on all ages for which the drug would be approved and available over-the-counter." However, Ms. Hamburg said the FDA reached a different conclusion and said its internal drug-review experts—which included pediatricians and obstetricians—"reviewed the totality of the data and agreed...it should be approved for all females of childbearing potential." It appears Ms. Sebelius's decision came at the last minute. The FDA was ready to approve Teva's request by a Wednesday deadline but was ordered the same day to reverse the decision. The debate over Plan B is in many ways a proxy for broader social issues such as abortion and parental notification. The drug works by using high doses of the female hormone progestin, which also is contained in birth-control pills, to block a potentially fertilized egg from becoming implanted in a woman's uterus. Some doctors are unwilling to prescribe the drug and some pharmacists won't sell it. Had the request been approved, Plan B would have been available in drugstore aisles, instead of behind the pharmacy counter. Women 17 and older will remain able to buy it without a prescription. Left-leaning women's health advocates seized on the ruling to accuse the Obama administration of allowing politics to interfere with a decision the FDA typically makes based on scientific evidence. "We are outraged that this administration has let politics trump science," said Kirsten Moore, chief executive of the Reproductive Health Technologies Project, Moncler jackets for women, cheap moncler women down jackets on sale an advocacy group. "There is no rationale for this move." The Center for Reproductive Rights sued the FDA in 2005 over its decision-making process involving Plan B. Nancy Northup, president of the liberal advocacy group, said Wednesday it sued the Bush administration for "rejecting science and playing politics with women's health by denying emergency contraception for over-the-counter sale. We are stunned to see the same behavior from the Obama administration." Rep. Diana DeGette (D., Colo.), a vocal advocate for women's health in Congress, said that the "FDA's review process was clearly extensive and thorough, and the data shared with HHS made clear that Plan B is safe and effective for its intended use." Right-leaning organizations praised Ms. Sebelius's decision. Jeanne Monahan, a director of the Family Research Council, a conservative Christian group, said that making the drug available without a prescription would have "bypassed necessary routine medical care for sexually active girls." "There is a real danger that Plan B could be given to young women, especially sexually abused minors, under coercion or without their consent," Ms. Monahan said. "Interaction with medical professionals is a major screening and defense mechanism for victims of sexual abuse." Teva's Ms. Niemann said in an interview last week that the company was seeking approval to lift the prescription age requirement so teens and women of all ages would have fast and easy access to Plan B. The company said it was disappointed with HHS's decision. Plan B has been controversial since 1999 when it first was approved as a prescription-only drug. In 2003, an FDA advisory panel voted to lift the prescription requirement, but in 2004 the FDA went against its panel's advice and kept the requirement in place. In 2006, the FDA decided to allow Plan B to be sold without a prescription to women age 18 and older. Three years later, giubbotti moncler it dropped the age to 17 as part of a federal court ruling on the issue. The judge in the ruling said that FDA's upper management "wrestled control" from FDA staff, who normally would decide whether to allow a drug to be switched from prescription to nonprescription status, and made a decision to reject the application at "the behest of political actors."

In Washington state, Democratic Governor Christine Gregoire

The governors of the first- and third-biggest states by population took aim at the affluent in proposals yesterday. Brown said he’d ask voters to raise income taxes on individuals making more than $250,000 a year and boost the sales levy. Cuomo said he wants an income-tax overhaul that would place a higher burden on top earners. “The occupiers’ message is much more popular than the movement itself,’’ said Dan Schnur, director of the Unruh Institute of Politics at the University of Southern California, in Los Angeles. “For Brown or Cuomo to take the least-strident aspects of the occupiers’ agenda -- separated from the occupiers themselves moncler jackets-- presents them with a political opportunity that might not have been there a year or two ago.” U.S. states slashed payrolls to close $91 billion in cumulative gaps in fiscal 2012 budgets, after tax revenue was slammed by the longest recession since the Great Depression, according to the National Conference of State Legislatures. California, the most populous, may face a $13 billion deficit, while New York, the third-largest, projects a $3.5 billion gap. Demonstrations that started as Occupy Wall Street in New York on Sept. 17 have spread to cities on four continents. Protesters refer to themselves as “the 99 percent,” a reference to economist Joseph Stiglitz’s study showing the richest 1 percent of Americans control 40 percent of the wealth. ‘Undue Burden’ “New York has left the middle class with an undue burden which also hinders economic recovery,” Cuomo, 54, said in an opinion column sent to news organizations yesterday. A $20,000- a-year earner is taxed at 6.85 percent, the same as one who makes $20 million, he said. The state’s lowest rate is 4 percent. “Fairness dictates that the more you make, the more you pay, and the higher your income, the higher your rate,” Cuomo said. Brown, 73, yesterday proposed raising levies on individuals making $250,000 a year or more to 10.3 percent, from 9.3 percent. For those earning $300,000 to $500,000, it would climb to 10.8 percent. For single filers with income above $500,000, Moncler jackets for women, cheap moncler women down jackets on sale the rate would climb to 11.3 percent. Californians with income of more than $1 million are now taxed at 10.3 percent. California’s statewide sales-tax rate would rise to 7.75 percent from the current 7.25 percent. All of the increases would raise $7 billion to go toward education and expire in 2017, Brown said. $12 Billion Cut Brown and lawmakers cut more than $12 billion in proposed spending to help balance the $86 billion general-fund budget for the year that started July 1. He failed to win legislative approval to extend $11 billion of higher taxes and fees, since expired. State officials have said that a sluggish economic recovery is unlikely to produce $3.7 billion in revenue Brown built into the current budget. A shortfall of that size would trigger automatic mid-year spending cuts to schools, universities, social services and public safety. “I am going directly to the voters because I don’t want to get bogged down in partisan gridlock as happened this year,” the governor said in a statement. Multiple Brackets Cuomo’s plan would create multiple brackets with rates increasing on a graduated basis and indexed to inflation, he said. Brackets would be added for middle- and high-income earners, and rates would span several percentage points from high to low. Cuomo, who closed a $10 billion deficit this year, supports letting his state’s so-called millionaire’s tax lapse, which prompted the Occupy Wall Street protest movement to deride him as “Governor 1 Percent.” In Washington state, Democratic Governor Christine Gregoire, seeking to close a $2 billion deficit, last month asked the Legislature to let voters decide on a 0.5 percentage point increase in the state sales tax, to 7 percent, to help avert cuts that would shorten the school year and reduce support for colleges. Mark DiCamillo, director of the Field Poll, Men - moncler jackets a nonpartisan sampler of opinion in California, said surveys have shown that voters support higher taxes on the wealthy and also so-called sin taxes on alcohol and tobacco.

A separate study published last month

"The global financial crisis was an opportunity to move the global economy away from a high-emissions trajectory. Our results provide no indication of this happening," the authors say in the study published in the journal Nature Climate Change. Delegates from nearly 200 nations attending major talks in South Africa are struggling to make progress toward tougher steps to moncler jackets curb soaring carbon pollution. A small number of big developing nations were fuelling the emissions growth, the study said, even though the global financial crisis spawned long-term green stimulus plans by China, South Korea, the United States, and others to attempt to curtail CO2 output. In the short-term, an improvement in the carbon intensity of economies, a measure of carbon emissions per unit of GDP, has stalled, according to the study, which analyzed data from the U.S. government, United Nations, and BP Statistics. Global emissions from burning fossil fuels and cement production grew 5.9 percent in 2010, compared with a 1.4 percent drop the year before, the data showed. In both years, emissions growth has been dominated by emerging economies, with China's emissions jumping 10.4 percent in 2010, India 9.4 percent, Brazil 11.6 percent, and South Korea 9.2 percent. Emissions in 2010 also grew in some big developed nations in absolute terms, rising 4.1 percent in the United States and 5.8 percent for the Russian Federation. Emissions from China, the world's top CO2 polluter, doubled between 2002 and 2010, the data showed. Coal still king Globally, CO2 emissions in 2010 from coal totalled 41 percent, oil 34 percent, with gas and cement production comprising the rest. The authors expressed concern over the reversal of a long-term trend toward improving the carbon intensity of economies between 1970 and 2000. Improvement in carbon intensity stalled in 2009 and decreased slightly in 2010. "The return to growth after the (global financial crisis) has only continued the deterioration in the fossil fuel carbon intensity trend since 2000," the study's authors said. They also pointed to the acceleration of consumption-based emissions of domestic goods and services, but excluding emissions moncler jackets for women from exports. In 2009 and 2010, there were large drops in consumption-based emissions in developed nations. In developing countries the reverse occurred and 2009 marked the first time that developing countries had higher consumption-based emissions than developed countries, the authors said. Pep Canadell, executive director of the Global Carbon Project, told Reuters from Canberra, Australia, that economic stimulus packages primed the rapid rebound in CO2 emissions. "The economic stimulus packages were very effective from an emissions point of view to get back to very quickly those same levels of emissions from production of consumption." A separate study published last month concluded there was almost no chance of limiting warming to 2 degrees Celsius based on huge investments in polluting power stations. The study, also published in the journal Nature Climate Change, looked at a number of scenarios on cutting emissions and the long-term impacts on the planet. In the most extreme scenario of immediately halting emissions, a 2 degree Celsius rise is avoided. Immediate annual cuts of 5 or 3 percent that lead to emissions eventually falling to zero can also avoid a 2 Men - moncler jackets degree Celsius rise. Assuming the more likely scenario of a 3 percent annual reduction, delaying this action by two or three decades drastically changed the picture, the study said.
